Abstract In the prewar period and during the war, the compulsory education system was said to govern obligation to education for all Japanese. But in the postwar period the compulsory education system was said... to govern right to education for all Japanese. This article is intended to compare two compulsory education systems and clear what was granted to actors in the aspect of right and power to education. To compare two systems, this paper focuses on letter of educational act such as the School Education Act and Ordinance for Enforcement of the School Education Act. Through this comparison, the following became clear. Overall, the new systems had almost the same features as the old systems. But the prefectural governments had to financially support municipalities for educational expense. And parents with special reason were able to choose schools for their children under the permission of chieftains.show more
