The Development of Afforestation Work by Public Agenry and Differentiation of Peasantry in Mountainous Communities, Istuki and Gokanosho, Kumamoto Prefecture

Abstract They know that under the general stagnation of silviculture in recent years, the public afforestation work by Forest Development Corporation, Forest Corporations, Prefectures, Cities, Towns and Villag...es is growing. In Istuki Village Kuma district, Kumamoto prefecture, the public afforestation is yearly carried out, about 60-70 % of annual planted area, and in Gokanosho Izumi village, Yastushiro district is over the percentage of the aforementioned afforested area. In Itsuki and Gokanosho, peasants used forest for shifting cultivation and hunting forest products, still 1960. As that time, the living level of peasants was low but stable and balanceable, that caused the equivalence of peasants' livings. The public afforestation work has not raised peasants' livings to be a better level, but was almost perfectly destroyed these livings. Rather the public afforestation may become a trigger which destroys the regional economy, as the following reasons, 1. In these area, agricultural situation has been decreasing since 1960. We have not found a new agricultural management adoption until now. The public afforestation has destroyed peasants' economies. 2. The relations between peasants and forest are operated by forestry capitals, there are not the free and creative approaches to forest. Human alienation from forest is enlarging. 3. Thus, many peasants have been poor and earned their livings by wages from other works. Because of the low wage and unstable living, the people remarkably go away from the villages. 4. A destruction of peasants' livings is being brought by Kawabegawa Dam, which was planned at 1967 and scheduled to completion at 1974. The center of Istuki village will be at the bottom of the new lake. So living conditions will grow worse, and people must leave from Itsuki. Like this, there will remain only man made forest which has been formed by the public agencies. Why does the people let forests and dam expel them?show more
