| Abstract |
Japan's market of care labor has began to open，although it had been protected by the domestic measure for a long time. The acceptance of foreign care workers based on EPA (Economic Partnership Agreeme...nt) symbolizes that the internationalization of Japanese society has entered into a new stage. However, there are fundamental misunderstandings about; ①EPA ②Japanese qualification of licensed care workers ③Training and instructing for care workers in abroad ④Japanese image of foreigners. We need to recognize that transnational movement of care workers win cause cultural friction of caring not only in their destination society but also in their origin society. We have proposed an idea named "Fukuoka Aging Open Museum Plan" to the Fukuoka City government in order to promote mutual understanding of culture of caring between Japan and foreign countries, especially in East Asia. The government has discussed and developed this proposal as the "Platform Plan on Asian Aging in Fukuoka City". This is a useful plan for establishing a global community in Asia. In this connection, Kyushu University has responsibility to play a role as an academy of policy making for Asian aging and care.
長らく日本国内措置で守られてきた介護労働の市場が開放され始めた。２国間のEPA (経済連携協定) に基づく外国人介護労働者の導入は、日本社会が新しい国際化の段階に入ったことを象徴している。しかしながら、①EPA、②日本の介護福祉士資格、③外国の介護労働者資格・教育、④外国人のイメージの4点について基本的な誤解がある。介護労働分野を開放すれば、受け入れ国だけでなく送り出し国でも介護文化の摩擦が起きることについての認識も必要である。われわれは日本と外国、とりわけ東アジアとの間で介護文化の相互理解を促進するために、福岡市に対して｢アジア・エイジング・オープンミュージアム｣構想を提案した。それは福岡市でアジアの高齢化に対するプラットフォーム構想として論議されているが、アジアにおけるグローバルな共同体を構築するためにも有効な構想である。九州大学はアジアの高齢化やケアについての政策アカデミーとしての使命を果たさなければならないだろう。show more
