| 概要 |
本稿は，中華民国期蘇州の社会公共事業を明らかにするとともに，民間の商業団体である蘇州商会が，当該事業にいかに向き合い，どのような役割を担っていたのかを考察した。社会公共事業は1920年以降に活発化しており，都市整備は，道路の新設や拡幅，城門の新設などの工事が行われるとともに，既存の都市空間の改善が推進された。公共交通は，車両の通行規制，長距離道路の整備，長距離バスの運用などが進められた。このような...社会公共事業に対して蘇州商会は，会員の指導的な役割，問題点や改善点を行政当局に訴える役割，自主的に規定を設けて管理運営する役割などがあることがわかった。また，官民の架け橋のような役割があり，行政当局は商会の存在を重視していたことも見て取れた。近代中国の都市再編事業は，官主導の事業のほか，官民協同で都市行政の管理運営を行うこともあり，民間の役割がとても大きかったことが明らかとなった。
This paper is the study about city planning history in China, Modern Times. In particular, this paper aims to analyze about the social public works in Suzhou, Zhonghua Minguo period. And also, this paper consider about the roles by the merchant guild in the social public works. The results are as follows. 1) The social public works greatly were promoted from 1920s. 2) In the public works for urban maintenance and public transportation, not only the development of road and canal, but also the improvement of traditional environment were practiced. 3) The merchant guild had many roles for the Urban Reorganization. 4) City administration often were conducted by co-operation of government and people. 5) The role of the nongovernment were very important on the urban reorganization about city planning in modern China.続きを見る
