Policy Responses to the Seasonal Fluctuations of Labour Demand in Agriculture: The Employment of Foreign Labour since the Enforcement of the Seasonal Worker Program (SWP)

| 概要 | In this paper, we examine the situation surrounding the employment of foreign labour after the enforcement of the Seasonal Worker Program (SWP) in Korea. The SWP was implemented based on the failure o...f the Employment Permit System (EPS) to cope with the fluctuations of agricultural employment. However, although the SWP relieved the seasonal fluctuations, it could not flexibly respond to demands for short-term labour during busy seasons due to its requirements, which only allow a limited number of immigrants per farm. Consequently, according to research findings, this incited illegal employment. Therefore, to reduce illegal employment, it is necessary to respond to temporary short-term employment demand in a more flexible manner. In aging rural areas where labour shortages are chronic and farming is impossible without foreign labour, farm management heavily depends on foreign labour. This leads farm managers to employ foreigners who are in the country temporarily, knowing that they are working illegally. Because strict crackdowns on illegal employment only make farm management more difficult, reducing or eradicating illegal employment requires a rigorous analysis of employment demand in agriculture followed by restructuring the current programs to meet this demand.続きを見る |
