As many of the decision makers are public officials rather than business people, it would be helpful to gain insight into the different ways of thinking that pervade the public sector. The second chapter (co-authored by a finance professor and a secondary school principal) gives insight into how school administrators and other public officials consider exercise decisions for the real options they control, in ways sometimes very different from the choices that would be picked in the for-profit sector. The third chapter offers tests of the reliability (or lack thereof) for traditional accounting measures to predict the onset of financial distress. Hence, sudden catastrophic disturbances may not be at all predictable. Remaining chapters explore the use of commodities such as oil as a means for improving the diversification of portfolios containing equities, the behavior of metal prices such as aluminum and steel, and other issues relevant for a better-diversified investor. The lead chapter sets the theme by Kensinger (U. of North Texas) presents nine research papers on finance by an international set of contributors under the theme of "Dealing with Volatility and Enhancing Performance." Examples of topics addressed include: using the Chicago Board Option Exchange Volatility Index in hedging strategies for equity market investors, the efficiency or lack thereof of attempts to forecast global earnings, the impact of ownership on management decision-making, tools for dealing with uncertainty when making capital investment decisions using net present value techniques, and volatility management in the market for electricity derivatives. The volume begins with an examination of the European financial crisis, and possible solutions. Next is a look (using advanced empirical methods) at the impetus for qualified audit reports for companies in Spain. The empirical analysis then shifts to a long-range (up to 50 years) look at anomalies in the real return on corporate equity compared with the realized returns from the real assets of corporations. This look at the value of real assets compared with financial assets is complemented by a look at the stabilizing influence of the recently expanding commodity futures trading in oil and gold. Then our attention shifts to regulation and some unintended consequences. Over the past 10 years in the United States we have seen a substantial increase in going private transactions, accompanied by a substantial decline in initial public offerings. The next chapter considers whether this is simply a response to the regulatory burdens imposed by the Sarbanes-Oxley Act of 2002, or a response to other more deeply underlying factors in the financial markets (that also may offer insight into the problems raised earlier about the valuation of corporately held real assets). Then the regulatory examination shifts to the electric power grid, and some unintended consequences of the new regulations requiring retail utilities to buy all the power produced by wind and solar generators linked to their grid. The essence of the problem is that wind generators do not produce power at a consistent level, so conventional generators must be available to pick up the slack when the wind is not blowing strongly, increasing costs while at the same time reducing revenues: The next paper offers interesting evidence about whether or not technical analysis makes a difference in portfolio performance.
