概要	The problem that Heard-Lauareote (European politics and public policy, U. of Portsmith) addresses here is that the European Commission, not being elected, can be highly influenced by interests inimica... to the European people, but must listen to the advice of experts in order to make good policy. Taking four bodies as examples of participatory mechanisms, she investigates whether they can lend a representative legitimacy to inputs, while simultaneously improving the quality of the policies that emerge. She looks at legitimacy and effectiveness as two principal standards of good governance, and assessing input and output legitimacy. Then she focuses in turn on the European Union Eco-Labelling Board Consultation Forum, the European Health Policy Forum, The Trade Contact Group and Civil Society Dialogue, and The Agricultural Advisory Groups.
