He looks at Austin's sanction theory, Hart and the rule of recognition, the making of a legal system, judicial decision making, Dworkin, and distrust and trust. A major theme is that "the creation and persistence of the fundamental rules of law is grounded in the capacity that all individuals possess to adopt plans."
