Particularly concerned with the reforms associated with the so-called "new public management," this text surveys and assesses the theory and practice of public administration and public management. The author argues that the two conceptualizations are considerably different, leading to divergent conceptualizations of public service. He then explores the changing role of government in light of the waning of the public sector championed by proponents of neoliberal globalization. Finally he examines specific aspects of public management--strategic planning, personnel and performance, financial management, and management in developing countries.
