His observation is reflected in the contents of the seven studies he presents on the development of crime and policing in recent Chinese history, with some contributions placing the topic in the context of the comparative literature of general criminological theory, while others stress the historical and cultural uniqueness of Chinese approaches to crime. Specific topics include the emergence of the prison as the symbol of order in republican China, the comparatively more tenacious belief in the prison as a site of reform in present-day China, the social and political construction of crime rate statistics, the "stern blows" (yanda) campaigns targeting particular categories of crimes as a reintroduction of Maoist techniques of mass campaigning, and attempts to control police corruption in the 1990s.
