The first group of papers seeks to highlight the major obstacles to democratization, such as the "state dominion of society," "party dominion of state," and the de-linking of national and popular sovereignty. The next set of papers focuses on elite politics and their impact on democratic development with discussions of the significance of power struggles and their institutionalization.
