The focus of this report is on the quality of learning outcomes, the policy levers and contextual factors that shape these outcomes, and the broader private and social returns that accrue to investments in education. Comparative data on OECD and non-OECD countries is presented to provide a picture of student performance near the beginning and end of compulsory education, allowing for examination of issues of equity in the provision and outcomes of education on dimensions such as gender, age, socio-economic background, type of institution, and field of education. The 2006 edition of Education at a Glance enables countries to see themselves in the light of other countries' performance. It provides a rich, comparable and up-to-date array of indicators on the performance of education systems and represents the consensus of professional thinking on how to measure the current state of education internationally. The indicators look at who participates in education, what is spent on it and how education systems operate and at the results achieved. The latter includes indicators on a wide range of outcomes, from comparisons of student's performance in key subject areas to the impact of education on earnings and on adults' chances of employment.

Governments are paying increasing attention to international comparisons as they search for policies that enhance individuals' social and economic prospects, provide incentives for greater efficiency in schooling, and help to mobilize resources to meet rising demands. In response, the OECD Directorate for Education devotes a major effort to the development and analysis of the quantitative, internationally comparable indicators that it publishes annually in Education at a Glance. These indicators enable education policymakers and practitioners to see themselves in the light of other countries' performances.
