Comparing the two subnational regions of Scotland and Bavaria, he presents an implementation map which travels through the key government levels (EU, national, and subnational levels), highlighting obstacles and facilitators in the implementation path, and explaining why implementation deficits occur. Two major conclusions are presented: formal determinants such as political-administrative structures can not be separated from informal determinants such as policy priorities and relationships between actors; and subnational regions play a central role in the EU environmental policy process.
