The World Bank Institute, the Organization for Co- operation and Development, and the Economic Development Center of the Soros Foundation conducted needs assessment studies for Bulgaria, Romania, the Slovak Republic, Slovenia, and the Ukraine, focusing on the need to increase of the countries' capacities to collect subnational-level demographic, social, economic, and fiscal data and use them in designing policies to address regional disparities.
