Why does the United States not have the teachers it needs? The media typically focus on a looming teacher shortage, but this volume of the Brookings Papers on Education Policy goes beyond the question of quantity to examine why American schools must scramble to find enough well-prepared and effective teachers. There are perennial teacher shortages in certain fields, especially mathematics and the sciences. Many teachers are assigned to subjects in which they have neither a major nor a minor. Which is more important in training teachers: pedagogical knowledge or content knowledge? Furthermore, a disproportionate number of teachers who are uncertified and inexperienced are assigned to urban and poor schools. Is there anything states and districts can do to change this bleak picture? These and many other issues related to teacher education, teacher preparation, teacher assignment, and teacher compensation are explored here. The controversies studied have been raging in policy circles for many years. While the contributors do not issue any ringing policy manifestos, their clear and cool analysis sheds enough light on these dilemmas to help guide the way to better approaches to teacher training, compensation, and retention. American education has always had its critics and undoubtedly always will. Nonetheless, there are signs that the educational environment is improving in unexpected ways. This issue of the Brookings Papers on Education Policy, the eighth volume springing from a series of annual meetings sponsored by the Brookings Institution to examine specific educational issues, takes a step back to look at major reforms implemented over the last twenty years that have provided results or, because they are only recently in place, appear to hold promise for the future of education in the United States.
The world of education never hurts for reforms. The real difficulty is deciding on the best policies when resources are limited. This issue of Brookings Papers on Education Policy addresses two of the most prominent reforms on the current agenda: reduced class size and school size. For more than a decade, an influential camp of education experts has argued that smaller classes would bolster student achievement. More recently, a "small school" strategy has arisen, alleging that schools have grown too big and impersonal to educate effectively. Such reforms seem to offer structure, safety, discipline, and a sense of community that larger, more bureaucratized settings cannot provide. In a world of limited resources, however, difficult trade-offs are inevitable: ramifications of these reforms could include increased costs, a dilution of teacher quality, and reduced capacity for maintaining a broad range of programs and specializations. Politicians and school reformers often tout the potential benefits of small classes and schools while paying scant attention to the difficulties of downsizing. The contributors to this volume argue that while such strategies sometimes produce results, pursuing either strategy in a blanket fashion is likely to prove wasteful. Deciding when and where to implement these reforms is the true challenge, and this volume offers sound guidance to that end. Book jacket.
