The formation of Japanese capitalism depended on the agricultural productivity and rural wealth. 1 Government affirmed the right of private land ownership to the farmers, and collected taxes from them. The taxes used to establish the capitalistic enterprises. 2 Agricultural sector as family-operated business provided food and materials to the industries. Japanese capitalistic economy system couldn't work without these. 3 Family farms provided labors to the industries. These labors were mainly young women. Of course these labors were brought up by agriculture. Thus, Japanese capitalism established at the expense of agricultural sector. It meant that capitalism formed with expropriating surpus products from the simple commodity production. Though capitalism extended every year, agricultural sector remained with the simple commodity production. Of course the simple commodity production changed with the development of capitalism. But it's change was limited only a degree of commodity production or consumption. It never changed to capitalistic form.
