| 概要 |
J-VERとは, 日本国内での森林吸収やエネルギー削減によって創出された炭素クレジットであり, 2008年に環境省が制度化し, その認証が始まった。本稿の目的は, J-VERが自治体の森林経営や地域振興へ及ぼす影響とその運用の課題を明らかにすることである。調査地として, 九州の自治体を選定し, 聞き取り調査と資料収集を行った。調査の結果, 以下のことが明らかとなった。J-VER取得の目的は, どの...自治体も森林整備を基本としながらも, 2県では県内のモデルとなること, 町村ではJ-VER取得による地域振興であった。販売に関しては, 先進的にJ-VERを取得した小国町と諸塚村では, 先駆者利益が存在すると考えられるが, 全体的に低迷している。そのため, J-VERの付加価値化, イメージ戦略, 県主導の販売促進が重要となると考えられる。販売収益の使用法に関しては, 福岡市が全て森林管理費として使用する一方で, 小国町が都市住民との交流事業費や林業振興費として使用しており, 違いがみられた。また諸塚村では, J-VERの販売収益が年間村有林管理費の10%を占めており, より販売が促進された場合, 特に条件不利地での森林経営において, J-VERの収益は重要になると考えられる。
J-VER is a kind of emission credit which is earned through by greenhouse gas absorption in forest orenergy saving in industry in Japan. Ministry of Environment has started the certification since 2008. The purposes of this paper were to reveal the influence of forest management and regional development by J-VER, and to discuss the problem about the operation of J-VER. Interviewing was performed to municipalities of Kyushu which obtained J-VER by forest management. The investigation revealed the following observations. About the objectives of obtaining J-VER, the objective of all the participating municipalities and prefectures was basically forest maintenance. However, two prefectures also had another objective to become the J-VER certification model, while the two municipalities’ objective was to contribute to rural development in addition to forest maintenance. About difference of the sales, Oguni and Morotsuka, which had obtained J-VER in advance, seemed to have an advantage as a pioneer. However, their sales were sluggish in general. Therefore, it is important to add another value to J-VER, take image strategy of J-VER, and perform the prefecture-led and integrated regional promotions of J-VER, to increase the sales. About difference of using the sales, Fukuoka used it for forest management, while Oguni used it to promote the forestry and share activities with urban residents. Furthermore, in Morotsuka the revenue accounted for 10% of annual income in forest, so the J-VER interest will be important for forest management especially in a disadvantaged area if they can sell more.続きを見る
