| 概要 |
木材価格の長期的な低迷や大規模な台風災害等のもとで，林家の森林経営マインドは著しく後退している．価格の低速で伐採収入が大幅に減少し，また労働力の不足等の影響もあって，間伐は条件の良いところに限られ，皆伐の場合でも収入が再造林費まで回らず，皆伐跡地が放置されるところが目に付くようになった．本報告は，人工林における森林施業の放棄の実態を，地域の林業について豊富な情報を持つ森林組合に対する郵送によるアン...ケート調査によって，全国的にみてもっとも林業生産の活発な九州地区について行ったものであり，概要は次のとおりである．（1）間伐間題：8割強の森林組合が不十分とみている，間伐に介在する問題点としては，第1は間伐材の価格問題（間伐材の販売問題），第2は林家自体の間伐能力の後退，第3は労働力の不足 そして第4は森林組合の事業実行能力の限界性等がある．（2）素材生産の停滞：素材生産活動が森林資源に見合った水準にあるかどうかについて，7割強の森林組合が「かなり」または「どちらかといえば」不十分であると認識している．問題点としては第1に素材生産業者の活力の低下あるいは数の減少，第2に労働力問題，第3に伐出コストの問題等がある．（3）再造林間題：人工林跡地の再造林問題については，放置という形での施業放棄が予想以上に多いことが明らかになった．森林組合の28％が「目立つ」「半分以上」あるいは「ほとんど」放置されていると回答し，「ごく一部放置」の42％を加えると70％に達する．この問題はまだ社会問題化していないが，森林資源の保続という点できわめて重要な問題を内包している．森林資源の保続は本来，国または地域社会の責任で行われるべきものであり，伐跡地の再造林放棄は森林経営という林家の経済行為を媒介して行われてきたわが国の森林資源政策の限界を示唆すると考えられる．
Forest owners activities have been down, due to low long term timber prices and forest disasters such as severe typhoons. As result of decreasing felling profits and a forest laber shortage, thinning is restricted to areas in good condition. In additon, cut-over areas of artificial forests can be found left nonreforested, because of a shortage of funds from profits for reforestation. This paper aims investigate the failure to reforest over-cut areas of artificial forest, using a questionarie posted to forest owner's cooperatives in Kyushu, the most active area in Japan. 80% of forest owner's cooperatives think that thinning is not enough, due to a fall in thinned timber prices, a decline of forest owner's will, a shortage of forest laber and low of forest owner's cooperative activity. 70% of forest owner's cooperatives consider logging is low level than the level of allowable annual cutting volume. Many owners give up reforestration of cut-over artificial forest. More of 70% of forest owner's cooperatives stated that there is nonreforested land in their cooperative area. Though this problem has not become a social problem yet, it involves some significant problems for conservation of forest resources.続きを見る
