都市域で私的に所有される一定の基準をもつ樹木を保全する施策の一つである「保存樹」の制度について，運用の実態や問題の所在を探るため福岡市を対象に現況調査が行われ，一部の樹木について所有者の実態や周辺住民の評価などが調査された．隣家への被害や管理の手間を軽減するための強度の枝落としなど，管理の仕方によっては，健全で樹容が美観上特にすぐれていることという保存樹の要件と相反するものになってしまうことが指摘...された．また，都市内の大木の中には衰弱しているものもあり，衰弱木への対策や指定解除の基準など，管理上の問題で検討すべき点が多いことが指摘された．保存樹の所有者の考え方や管理の実態は多様であり，また周辺住民の保存樹への接しかたや評価は対象樹木の樹種や樹木から住居までの距離によってその傾向が異なっていた．被調査者のほとんどが都市に緑を残すことを必要と感じているものの，樹林や大木に隣接して住む者の中には日照や落葉の害，台風時の倒木や枝の落下の恐れを訴えるものもいた．保存樹は周辺の住民に好感を持たれている面もあるし，何等かの被害を与えている面もあった．個人所有の場合は，社寺所有の場合と比べて所有者への直接の苦情の頻度は低いが，何等かのトラブルが生じた場合の対人関係や近隣への迷惑を予防するための管理や補償の費用の負担で深刻な問題を抱えている個人所有者がいることが分った．樹種によっては指定基準に達しなくともすぐれた樹容を呈するものがあること，美観風致上の価値は周辺の環境の質によっても違うはずであることなどが概況調査の知見として指摘され，美観風致の維持に資する指定や解除を効率よく行なうために，樹種や立地ごとに指定基準に幅をもたせることや，価値評価の視点を整理して個々にランク付けすることなどが提案された．
Some privately-owned big trees in urban areas are protected by law. The attitude of tree-owners and the effect on the neighbouring regidents was investigated. Most big trees in residential zones are popular with the public, but the people living near a tree experience irritations such as, lack of sunshine, fallen leaves, etc. Protected-trees should contribute to the scenic beauty of a city, but some are unworthy of protection because they are immoderately pruned in order to avoid creating a nuisance to the neighbourhood. There should be an specific regulations for tree conservation depending on the particular circumstances of each. In addition the financial support from the city government to the tree owners, such as subsidies for the expenses of the maintenance, public liability insurance, etc. should be provided. The contribution of big trees to the urban landscape depends not only on the size of the tree but also on characteristics of the surrounding environment. There should be a wide variety in full growth size according to tree species. It is therefore necessary to allow a certain latitude in regulations and restrictions according to circumstances.続きを見る
