Abstract: 日本近代化の高等教育政策から100年余りの歴史的変遷を経て,国立大学は「独立法人」となった.所詮,「国立」ということと「学問の自由と大学の自治」とは基本的に相容れないことは自明であり,明治時代にも国立大学を「独立した法人」にすべきという動きは幾度かあった1).しかし,当時の日本国のあり方,政府の権力と大学との力関係ではその目的は果たせなかった.開発途上国ではその限られた国の財政資源を「国立大学」に投資して,人材の育成を図るのは当然で,明治時代の日本はまさにそのような時代であった.このような時代にあって,「学問の自由と大学の自治」を唱えて「国立大学はその任に適さず」として慶応義塾をつくった福沢諭吉の見識と実行力は卓越したものがあったといえよう.20世紀後半の日本は日米安保条約と冷戦構造のもとに,大学も多くの企業と同じく,「護送船団式」の,文部省主導で保護され「成長」してきた.経済大国となった日本で,「主要な大学」が国立であることに疑問さえもたず,学問の自由と大学の自治を唱え,「独立法人化」に際しても,「国家公務員の身分」保障を要求し,自分たちで定年さえ延長する教官(「官」なのである)とはどういう人たちなのか.この辺の背景を探りつつ,「国立大学法人」について考えてみたい. Abstract: Focusing on academic libraries, this paper discusses the changing role of the librarian based on the "Summary of discussion" by the Science Information Infrastructure Working Group (2010) and the Scientific Information Committee (2013) in the Council for Science and Technology. After reviewing the current status of universities and academic libraries, we describe the new roles and the expectations required of academic librarians, considering the changes which may occur in the library of the future. It also discusses how to build the mechanisms for human resource development and securing of librarians, while introducing activities of "Innovation Center for Educational Resource" and "Department of Library Science" at Kyushu University. Finally we present the future outlook for librarians. Read more

Abstract: 1. This international joint research aims at clarifying the future prospects of internationalization in higher education by conducting comparative case studies, focusing on "curriculum development for internatioinalization", with the purpose of obtaining theoretical as well as practical knowledge useful for academic as well as institutional reform of the university. This research project was initiated by Kyushu University as an intemational joint research project in cooperation with OECD/CERI (Center for Educational Research and lnnovation) and NUFFIC (The Netherlands Organization for International Cooperation in Higher Education). Six OECD member countries as well as one Asian country were selected for case studies. 2. An operational deinition and the typology of "internationalized curricula" developed by the collaborative work with OECD/CERI and NUFFIC were utilized as a conceptual framework for comparative case studies. The investigative work included the following : (1) case studies of 10 institution of higher education in Europe (Belgium, France, the Netherlands, and the UK), 15 in the USA,seven in Australia, and 17 in korea, all of which investigations were conducted by Japanese members ; (2) overview studies regarding the issue of internationalization of higher education in Germany, the Netherlands, and the USA by three international members ; and (3) an open international seminar for information exchange among the members by inviting two international members to Kyushu University. Proceedings of the international seminar were published as an interim report (in English). A final report is planned to be published within this year in a book form. 3. The Main Findings : (1) There is an increasing number of innovative curricula oriented toward internationalization of higher education in the OECD member countries, including Japan . (2) The internationalized curricula were found very diversified in terms of purposes, contonts, and media, ranging widely from joint (double) degree programs to joint curriculum development through the internet. (3) Work of curriculum dvelopment for internationalization seems to implemented in order to cope with the two contradictory needs of international relations in higher education, cooperation and competition. Abstract: At the beginning of the year(2004), National Universities were transformed into Independent Administrative Corporations and now their structures are going to be changed radically. The University, as one organization, is demanded to gain high evaluation from the public while maintaining their basic philosophy of education/research. To meet these requirements of the day, University Archives should play an important role. The purpose of our study was to realize the relationships between University Archives and the University Reforms in Kyushu University Archives. At first, we engaged in collecting materials related to University Reforms. We collected 1491 papers of "The Report of the Self-Assessment" and 871 videotapes of "Introduction Video of Universities". Then, we made lists of these collections respectively. During this work, as Y. Shinya referred to in his article included in this report(Cf. "University Archives and University Reforms"), we gradually found the important fact that such materials as "Introduction Video of Universities" which were treated like disposable things symbolized University Reforms. Secondary, by using oral history as method, we tried to record the interview to the people who were deeply involved in University Reforms. As M.Arima explained in his article included in this report (Cf."University Archives and Oral History"), we need to make it a new task of University Archives to accumulate the records gained by oral history. In this study, we interviewed to Toshihumi Yada, the former Vice-President in Kyushu University, which took as long as ten hours. Because it was too early for this interview to make public, we didn't put it in this report. We, instead of that, included "The Database of Discussion Related to University Reforms" edited by himself, who enabled this interview. Although there were some attempts to record some people's memoirs by kikigaki(dictation) and to have interviews that intended to reinforce historical sources on the occasion of the publication of University Histories, it may be the first trial, as university archives, to make the records of the people involved in University Reforms by using the method of oral history. Abstract: Im traditionellen, passiven Unterricht lernen die Studenten zuerst Grammatik, lesen dann Lesestücke und ,,übersetzen" sie jedoch hauptsächlich aus dem Deutschen ins Japanische (G rammatik-„Übersetzungsmethode'" Nach der Przfung vergessen sie das schriftlich Gelernte aber sehr schnell und schlieplich behalten sie fast nichts im Gedächtnis. Infolgedessen können sie sich weder Kommunikations- noch Lesefähigkeit erwerben. Lautlich zu lernen, fördert im Gegenteil nicht nur die lautlichen Sprachfähigkeiten, das Hören und das Sprechen, sondern es erleichtert auch den Übergang von der gesprochenen zur geschriebenen Sprache. Folglich führt es auch zur Förderung der schriftlichen Sprachfähigkeiten, das Lesen und das Schreiben. Im Deutschunterricht müßten die Lehrer deswegen versuchen, die phonetische Kommunikationsfähigkeit ihrer Studenten zu steigern. Die Universitätsreformierung ändert jetzt irn gropen Stil das Deutschunterrichtssystern an der japanischen Universitäten. Außer dem Deutschunterricht sollten die Deutschlehrer auch noch Vorlesungen über ihre Fachbereiche, deutsche Kultur, Sprachpädagogik usw., nicht Germanistik, halten. In naher Zukunft würden daher mehr deutschsprachliche Pädagogen oder Nichtgermanisten als Deutschlehrer angestellt werden. Read more
