| Abstract |
小論は、1862年2月に、学習院において「卑賤之者」が朝廷に対し献言することを許可したことに関して検討したものである。その結果、「卑賤之者」が朝廷に対し献言する場として学習院が選ばれた理由として同所が本来、身分制上の大きな寛容性を備えていたことを指摘した。さらには、学習院における「卑賤之者」の献言許可をめぐって当時の政治諸勢力間において次のような思惑の差異が存在したことを明らかにした。まず、尊攘派...についてであるが、武市瑞山のような尊攘派幹部は、朝廷を自派の管制下に置き天皇に直接、自分たちの意見を具申することを目指していた。さらには学習院における献言を通じて朝政に志士に直接関与させることを通じて天皇に対して圧力を加えようとしていたのである。次に公武合体派であるが、上述したような尊攘派の政策について好ましくないものと考えていたが、「卑賤之者」も「王民」であるという建前から、それを否定できなかったのである。さらに京都守護職の松平容保に関してであるが、尊攘派の不満を鎮めテロを防止するために献言許可を積極的に認めている。
This thesis examines the permission of “Person of humbleness（Hisen no mono 卑賤の者）” telling the opinion to the court in Gakushuin（学習院）in February, in 1862. As a result, it was pointed out that Gakushuin had had a big allowance in the position system as a reason why Gakushuin is chosen as a place where “Person of humbleness” told the court the opinion. Moreover, it was clarified that there was the following difference of the speculation between political powers over the permission of “Person of humbleness”telling the opinion in Gakushuin. the Sonnjouha（尊攘派） ; the executive of the Sonnjouha sect such as Taketi Zuizann（武市瑞山） was aiming to put the court under the control of the self and to be able to tell the emperor their own ideas. They wanted to give the chance to make the patriots take part directly in politics to put pressure on emperor. the Koubugattaiha（公武合体派） ; though the Koubugattaiha（公武合体派） sect had thought such the policy of the Sonnjouha sect to be unpleasantIt , they were not opposable from m the polite fiction that “Person of humbleness” was emperor's subject . Matudaira Katamori（松平容保） ; Matudaira Katamori who was the Kyoto Shugoshoku（京都守護職） positively admitted this permission to cancel the dissatisfaction of the Sonnjouha sect and to prevent terrorism.show more
